What was not known in 2002 was the how much both the public and the police would look to the EC to do regulation of the permitted clubs in the city. Since the legislation that created the EC did not give it any enforcement power, legislation was introduced that would grant the EC more direct ability to manage its licensees using an infraction style notice of violation to the Permittee and two more streamlined suspension processes.
The proposed legislation which will re-write the “Place of Entertainment” and “Extended Hours Premises” permit language has been long overdue.
